History

The McNeill Institute for Neurological Development was established in 1982 by Arthur DeLeon, MD, and Jude Pierucci, Sr. MD, PhD, building on the work of Dr. Howard McNeill in the 1970s. The Institute quickly outgrew its first offices, and moved to the current Broad Oaks Drive location in 1987. In the mid-1990s, we expanded our offerings with the opening of our Children's Ward—a state-of-the-art facility dedicated to our pediatric patients. The Children's Ward operated until 2010, when it was temporarily shuttered, ostensibly due to budget cuts.However, the truth was much darker. From 2010 until 2023, the Institute was covertly conducting unethical experiments at Scarlett Bay Correctional Facility under the aegis of the Rehabilitation Research Project (RRP). Rooted in sound psychology and a restorative vision of the criminal justice system, the RRP gradually began pushing legal and ethical bounds until it was unrecognizable. When the truth was exposed, the program came to be a source of shame and scandal to the wider McNeill community. With the departure of Dr. Jude Pierucci in 2023, the program was shut down.In the wake of Dr. Pierucci's departure, Dr. Valerie DeLeon began her tenure as President, charting a course back toward the Institute's original goals: providing excellent care for patients and their loved ones. Dr. DeLeon reopened the Children's Ward in 2024 and has made a point of pursuing justice for those affected by the errors committed at Scarlett Bay. With a renewed commitment to transparency, honesty, and human dignity, we are excited to move forward into a new era of excellence for the McNeill Institute for Neurological Development.
